He said health insurance should be separated from pension insurance. The leader of New Democracy supported the merger of all health funds into a single one, the electronic prescribing and the electronic data control of the insured. He suggested the issue of an electronic health card, the merger of hospitals "but based on modern criteria" and changes in the national health system "in which doctors will have the final word in the choice of therapy."

In the end, he announced that a "great constitutional reform" lies in his intention. The most important elements in it are: the suggestion of not allowing a minister to be a deputy in order for legislative and executive power to be distinct, strengthening the role of the President and his eventual election by people, inspecting the financial status of members of the judicial group consisting of judges, members of the three supreme courts in the country. Antonis Samaras also proposed a reduction in the number of lawmakers, a change in the law on the responsibility of ministers, a change in the electoral law by "breaking up" the large electoral districts in order to reduce the influence of "black political money" and the immunity of deputies to be valid only during their term.

In conclusion, amid loud applause, he said that his party's proposals are "a real revolution, which will change everything without destroying the country" and urged the Greeks to support him in a way that will not force him to govern "with the past".
