One hundred allowances for the civil servants have been removed, they are left with only five

The new payroll table provides for the elimination of 100 out of 104 allowances, basic, special and industry, which public sector employees currentle receive. At the same time it provides for the creation of a new allowance. Thus, now remain only the family allowances, allowances for postgraduate degrees and graduates of the National School for Public Administration as well as the allowances for holidays and vacations, which is particularly difficult to be included in the basic payroll table. The introduction of a duty allowance was proposed, which will replace all currently existing allowances (the one for highly responsible profession, for ministry / department, subject to employment) and eventually the allowance for dangerous and unhealthy work, if it is not separate. Its existence, as stated in the project of the Ministry of Finance, is imperative, especially if the transition to the new payroll table is carried out following the criterion of educational background, the salary scale and perhaps the rank of the officer.

More specifically and according to the project of the Ministry of Finance, the allowances that will be retained as well as the new one, that is introduced ar formed as follows:

1. Family allowance. This allowance is the same both for the primary and special payroll tables and includes:

- Allowances for marriage - 35 euros.

- Allowance for children - 18-73 per child.

Also, the marriage allowance is provided for by the National General Collective Labor Agreement and sectoral collective labor agreements, and it amounts to 10% of the basic salary (74 euros in the National General Collective Labour Agreement), while in some collective labor agreements also provide for the allowance for children. Government project provides for the retention of the allowance with a probable revision of its amount.

2. Allowance for postgraduate degree and for the graduates of the National School for Public Administration. Today it amounts to 75 euros for PhD, 45 euros for postgraduate degree and 40 euros for graduates of the National School for Public Administration. It is the same both for the general and for the special payroll tables, where the same amount is paid. For this allowance the Ministry of Finance is discussing three options:

- It remains as it is with an eventual review of the amount.

- It is paid only if required for the occupation of the respective position, but not for all positions of the same rank.

- It is not paid, but it is taken into account in any appraisal for promotion with a specific number of points, so that it will provide a better opportunity for promotion and career development.

3. Allowance for holidays and vacations. Today it amounts to 1,000 euros per year for all of the allowances and it is be paid provided that the salaries on a 12-month basis do not exceede  3,000 euros per month. So far no changes have been discussed for the current allowance.

4. Allowance for problem and border areas. Today, this allowance ranges from 40 to 50 euros for troubled regions, and in the case of the problem and border region, the allowance is increased to 120 euros. The allowance is proposed to remain only for the mountain and island areas with specific criteria regarding the population. Also the issue will be discussed of whether the allowance should remain for the border regions. If it is decided to maintain the allowance for the border regions, it will be paid only if there are no considerations about the location. Otherwise, the location will give points for appointment.

5. Duty allowance. Today many allowances except those mentioned above are paid, which concern:

- The occupation of a responsible position: Today over 30 different allowances are paid for general and special secretaries, heads of organizational departments, financial and building inspectors.

- Scope of work: about 40 allowances with further specialization, with many sub-options. The allowances are differentiated, depending on the subject of work and are paid under certain conditions. Some of them may be paid in parallel (eg allowance for extracurricular employment of teachers, allowance for minority schools, allowance for academic preparation of teachers).

- The ministry or department to which the employee works: today about 40 different departmental allowances are paid, corresponding to approximately 500 different cases of remuneration.

As to the allowance for special working conditions, dangerous and unhealthy work, it is proposed to remain with differentiated cases. It is estimated that it is difficult to be included in the salary for the rank of an officer.

As mentioned above, the introduction of a duty allowance is proposed, which will replace all existing allowances (for holding a responsible position, for ministry / department, subject to employment). This allowance will cover any required differentiation in the paymen of employees of the same rank.
